Improve AGENTS.md monorepo and PR-authoring guidance

Summary

• fix typo in escalation guidance (be->be`)
• add a dedicated early section documenting monorepo/workspace layout and scoped workspace install commands
• move GitHub CLI PR-body safety guidance into the PR process section (gh --body-file for bodies containing backticks)
• keep lockfile guidance in its own focused section

Why

• make recurring repo context easier to find for future agents
• prevent avoidable shell-substitution failures when creating/editing PR bodies with gh

• docs-only change (no runtime/code changes)
