geminiの無料枠が5リクエスト/1分, 20リクエスト/1日 しかないので、github action1回でgeminiを4回まで呼び出し、それを何度もretryすることで数日かけて完成させる
それ以降もドキュメントが更新されるたびにgithub actionでそのページの質問を更新する (frontmatterのquestions:を消したページだけ質問が再生成される)
