Adds a new
merging_same_net_tracespipeline step to TraceCleanupSolver.Detects trace segments on the same net that are close in X or Y
and snaps them to a shared coordinate, producing cleaner aligned
trace layouts. Step runs after balancing_l_shapes before marking
solver as complete. All 61 tests pass.
