Pull request overview
Removes @xiangyan99 from .github/CODEOWNERS entries so that ownership/auto-review requests for the affected areas no longer include that user.
Changes:
- Updated multiple ServiceOwners/PRLabel entries to remove
@xiangyan99. - Kept remaining owners/team aliases intact (e.g.,
@microsoft/azure-mcp) for the same paths/labels.
