The metrics that define the success of a national HPC centre and how this contributes to continued funding and government support

Introduction

It's funny how a resource as critical as supercomputing is taken for granted, especially in economies and nations that are only beginning to figure out just how essential high performance computing (HPC) is to scientific advancement. Thank you AI?

However, the questions of who, what, where, why, when and how HPC fits into national priorities and strategies is a struggle many developing or even developed nations continue to struggle with. The justifications for ROIs on why governments should invest more in capital-heavy, on-premise, sovereign supercomputing resources is an exercise that many national HPC centres contend with frequently for budget requests and tech refreshes.

This project gathers metrics and data to produce insights that can benefit HPC centres from across the spectrum of established, developing and new centres. The genesis of this initiative was for a Calcul Québec led BoF at Supercomputing Asia-HPC Asia 2026 (SCA/HPCA 2026), which was held in Osaka Japan in January 2026.

Glossary

National HPC centre

A national-level (or equivalent) centre that is primarily government or federally-funded with a clear mandate to provision HPC resources and expertise to support and advance research.
