bugfix for zstd decompressobj reuse

Fixes #3538

Summary

This fixes an issue where zstd decoding fails. I've included a test case.

@lovelydinosaur is the maintainer and is the one to ask! I would really like to have this merged & released and feel very bad about introducing the problem in the first place :-(
