fix: hide connectivity HTML quota if not supported#8247

This also solves the problem with the fact that it's not clear from the resulting HTML that this error message is referring to quota and not something else. See #8130.

Yes, makes sense to delete it from deltachat-android after merging this PR; this will then remove it on Transifex, because the deltachat-android is the source for all the original strings. Go ahead and merge the PR here :) |
