chore: migrate npmrc settings to pnpm workspace config

Summary

• move repo-wide pnpm settings from the root .npmrc into pnpm-workspace.yaml
• remove the redundant root .npmrc so pnpm workspace config is the single source of truth
• verify the migrated config with pnpm install
