Add pool/auth tests, update docs

This adds some tests for pools and authentication, and also updates the documentation in preparation for the upcoming release.

Also makes some updates to the CLI:

• Updates the server command to support passing configuration (from CLI options, the configuration file, or environment variables).
• Updates the run inspector to better handle groups (by only expanding the first step, and summarising the statuses).

And this adds a 'process' launcher, mainly intended for use with tests, which supports launching workers in pools by using the CLI directly. Adding the additional launcher has also helped to generalise the launcher interface a bit.
