Remove the broken Google Form link that returns 'document not published' error. The Base Build dashboard (base.dev) is now the primary way to submit apps for featured placement. Fixes base#1182

The Google Form link for submitting mini apps for featured placement is broken (returns "Sorry, this document is not published" error).
