unlock unused queue when orderly consumer rebalance

当订阅关系发生变化时，及时释放不在订阅的queue的锁以便新的消费者能够立马订阅，不用等待1分钟后锁过期再订阅。

在扩容的时候旧消费者需要把一部分订阅的queue给到新消费者订阅，如果不主动释放锁，新消费者要等1分钟才能订阅消费，缩容也存在这样的问题
