Update HLTB for Steam to v2.0.0

Updates the HLTB for Steam plugin submodule to v2.0.0.

Changes

• Add HLTB completion times to Steam store pages (desktop and Big Picture)
• Add configurable store position and view details settings
• Move all caching to Lua backend (unified cache for library and store)
• Add plugin settings system with backend file I/O
• Add name fix for MWTOMCC

I checked the current build version 2.0.0, it works perfectly - both with games in the store and with non-Steam games added to the library
