Adds a self-contained scientific bounty risk-control module focused on anti-collusion and payout safety for SCIBASE issue #18.

This is a distinct slice from the existing broad bounty-system submissions. It models solver teams, submissions, reviewers, assignments, artifact hashes, duplicate-submission similarity, reviewer/sponsor conflicts, timing and anonymized network signals, payout hold/release decisions, an arbitration queue, and an audit digest.
