ENG-3260: Add prime env inspect

Summary

• add prime env inspect owner/name [path] for browsing Hub environment source without pulling locally
• support directory listings, file inspection, --output json, and --max-bytes
• preserve literal content rendering in normal and --plain modes, and surface inspect examples in prime env info
