This PR adds a guide for contributing to the website, including dependencies and build steps. Additionally, a link to this guide is added to the bottom of the list of links on the Developer's Guide page.
I was looking to contribute to the website and didn't find a guide, so I made this one.
I noticed the commit message that added the
.nojekyllfile was"Docsify init", so the guide is based on the assumptiondocsifyis the site generator in use (it appears to be asdocsify serveworks fine locally). However, it would be much appreciated if someone could review the content for any technical inaccuracies.
