[SPIKE] injected kubernetes resource verification steps#1915

GatherAndApplyRawYamlExecutor now sets an AppliedResources output variable containing a JSON array of resource identifiers (Group, Version, Kind, Name, Namespace) after applying manifests. ResourceStatusReportScriptWrapper returns false from IsEnabled when the argo-rollouts-support feature toggle is active. KOS verification is handled by the injected verify actions instead. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
