Summary

The Prepare to package a desktop application page listed its 23 prerequisites using an unordered (bulleted) list. This made it difficult for users, support staff, and authors to refer to specific items by name.

Changed all top-level list items from + (unordered) to a numbered ordered list. No content was changed.

Fixes OS bug #33128765

The 'Prepare to package a desktop application' page used an unordered
list for its requirements, making it hard for users and support staff
to reference specific items. Converted all top-level items to a
numbered ordered list so items can be cited by number.

Closes #33128765
