The 'Prepare to package a desktop application' page used an unordered list for its requirements, making it hard for users and support staff to reference specific items. Converted all top-level items to a numbered ordered list so items can be cited by number. Closes #33128765 Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
