Summary

This PR moves all active plans and proposes to the completed directory to clean up the active directory structure and updates all broken references.

Changes

  • Move PLAN-HINTS-STRING-REMOVAL.md from plans/active/ to plans/completed/
  • Move HINTS-STRING-REMOVAL-PROPOSE.md and AGENT-SKILLS-AND-COMMANDS-PROPOSE.md from propose/active/ to propose/completed/
  • Update status in PLAN-HINTS-STRING-REMOVAL.md from "active" to "completed"
  • Fix broken references to moved files in:
    • CALLS-NOISE-AND-RESOLUTION-PROPOSE.md
    • PLAN-CALLS-NOISE.md
    • AGENT-GUIDE.md
    • docs/paper/README.md

This ensures a clean separation between active and completed work items and maintains all cross-references.
