move completed lossless plan and propose docs

Scope

Housekeeping chore to move completed planning documents into the completed/ folders.

Changes

• Moved plans/PLAN-LOSSLESS-PERMISSIVE-NODEFILTER.md to plans/completed/PLAN-LOSSLESS-PERMISSIVE-NODEFILTER.md.
• Moved plans/CURSOR-PROMPTS-LOSSLESS-PERMISSIVE-NODEFILTER.md to plans/completed/CURSOR-PROMPTS-LOSSLESS-PERMISSIVE-NODEFILTER.md.
• Moved propose/LOSSLESS-PERMISSIVE-NODEFILTER-PROPOSE.md to propose/completed/LOSSLESS-PERMISSIVE-NODEFILTER-PROPOSE.md.
• Updated status text in moved files to reflect completion (Status: completed, PR-N1: done, proposal implemented note).

CLI-progress-output check

• plans/PLAN-CLI-PROGRESS-OUTPUT.md still tracks PR-2 and PR-3 as pending.
• propose/CLI-PROGRESS-OUTPUT-PROPOSE.md is approved/locked but not marked completed.
• Therefore, those files were intentionally not moved in this chore.

Ontology / index impact

• No ontology bump.
• No re-index required.

Validation

• No runtime code paths changed (docs/path housekeeping only).
• Verified branch clean after commit and push.
