Setup deployment for Clippy benchmarks

Clippy contributors would like to use rustc-perf to run Clippy benchmarks after PRs merged in the Clippy repo, and also for Clippy try builds.

TODO:

• Configure a separate DB instance
• Configure a separate web server
• Setup collector to run Clippy benchmarks
• Determine how to do try builds on Clippy
• Determine how to download Clippy artifacts that do not come from rust-lang[-ci]/rust
