Currently the RBFT_DOCKER runner runs locally.
The RBFT_KUBE does run, but Kubenetes comes with some overhead and is very slow to deploy.
Given RBFT_SSH_LIST, as list of ssh config targets, we should be able to deploy a test network to a number of machines.
RBFT has a very low memory footprint and can support tens of nodes per machine (I currently am able to run 40 nodes on my MiniPC), so we should also allow duplicate ssh targets.
