Python 3.13.x - process hangs during ensurepip execution

Bug description:

### Environment
- Python version: 3.13.x
- OS: Windows 11 64-bit

### Command
python -m venv digiven

### Issue
The process hangs during ensurepip execution and does not complete.
After waiting, I had to interrupt manually, resulting in KeyboardInterrupt.

### Expected behavior
Virtual environment should be created successfully.

3.13

Could you please clarify your exact version, do you use uv or not?
