Add ontology support

With the upgrade to the new dataset image (#236), there is now ontology data in the database.
To have feature parity with PHP, we need to add it here too.
Places where ontologies are used:

• feature descriptions
• POST /data/features

Hello @PGijsbers ,I would like to work on this issue.
I’ve looked into how ontology data is handled in the PHP implementation and in the openml.data.features.xsd schema.

My plan is to:
First check how the ontology fields are currently stored and exposed in PHP,
Then extend the feature description and the POST /data/features endpoint to support them,
And finally update validation and tests to make sure everything stays compatible.

Let me know if it is okay for me to take this up, and if there is any preferred approach I should follow.

Hi @agam263, there are currently already two open PRs. Unfortunately I haven't had as much time as I had wanted to review PRs, but I am going to assume that at least one of the PRs sufficiently addresses this issue and will be able to close it.
