Recompile lock file after gh-aw framework update

Address review comment: pull-requests:write is rejected by strict mode.
The close-pull-request safe-output uses GH_AW_AGENT_TOKEN (PAT), not
GITHUB_TOKEN, so pull-requests:read is sufficient. Validated by test
run 25686653754 which successfully closed 3 PRs.
