tlp-pd is not installable due dependency missing

Summary of the problem

Hi,

After the latest upgrade and package split (#8234 ), the new tlp-pd is not installable due dependency missing (python-dbus) in the repos.

I do understand that this tlp-pd has some conflicts with the standard power-profiles-daemon package, but they both could be installed, just making power-profiles-daemon masked / disabled. This is how I've used the TLP power management functionality until now and everything was just fine.

The problem with installing them both is that both packages install a bunch of the same files to the same location, hence the conflict.

If the ones provided by p-p-d can be used, then we can remove them from the tlp-pd package and either:

1. Make tlp-pd depend on p-p-d. This feels weird, though.
2. Split the files from the p-p-d package and make both p-p-d and tlp-pd depend on that new package. Still kinda meh, but better.

python-dbus was deprecated ages ago as a python2 package.

EDIT: Seems like tlp-pd will not need python-dbus in v1.10

Looks like the only path forward is 2. Everything else would be a mess. The systemd files should contain Conflicts= for the opposite daemon, just to make sure no race condition is present.

So, on further inspection, there is a problem. The files are not identical; specifically, the /usr/share/dbus-1/system-services files point to the respective service path of each package between power-profiles-daemon and tlp. I'm not seeing how we can have both available in the repository.

So it looks like tlp-pd will have to be dropped from the repo for now, since there's no clean way to resolve the file conflict within eopkg's current constraints.
Out of curiosity, how are other distros handling this? From what I can tell, the solutions that work elsewhere (e.g. Provides in apt/dnf, dpkg-divert in Debian) rely on package manager features that eopkg currently doesn't support. Is moss going to handle those corner cases once Solus migrates to it ?
