Update main README and quick start documentation to reflect new templates, toolkit, and tutorials.

Acceptance Criteria:

• Update README.md with new getting started path
• Update docs/README.md with documentation map
• Add quick links to key tutorials
• Showcase the reliability value proposition
• Installation instructions for evaluation toolkit
• "What's New" section highlighting starter code initiative
• Review and update AGENTS_TEMPLATE.md

Likely subsumed by the quickstart.md work (#479) and the broader docs rewrite. Needs review to confirm nothing from the original scope was missed.

looking at AGENT_TEMPLATE.md, it is several months old, so probably worth an update (also probably worth updating AGENTS.md too).
otherwise I think we're good to close this
