[devtools velocity] [skills] create `dt presubmit` tool and Skill to use it

The dt presubmit tool will perform analysis checks, formatting, and run tests associated with the change. This tool should be run before pushing up a PR.

The skill should instruct the agent how to use the new CLI tool and ensure dt is set up properly for the contributor.
