[BUG] External installation

Describe the bug

Since I updated my Ubuntu version, I can't install TVM in my external environment; I need a venv to install and create the projects.

This is related to: https://packaging.python.org/en/latest/specifications/externally-managed-environments/#externally-managed-environments

To Reproduce

• Trying to install TVM in an external environment (without venv)

Expected behavior

• Be able to install TVM in an external env (I'm not sure if adding to Pypi could help).
• Or have in the documentation that you need a venv to install this.
