DOC vs NOAA Stats

We have been exploring the stats for NOAA.gov and DOC and have seen some possible issues. It seems that DOC numbers suffered a strange drop last year -

compared to NOAA -

and looking at the data on the analytics.usa.gov website the NOAA data is far higher than DOC
