Build AI to test balance

Rather than try to construct balance via spreadsheets, how about teaching an AI to play the game and find loopholes, so I can balance it better?

At the very least, we can build code which parses the various rules engine files to figure out what's possible in what time frame.

We will have an AI for the other characters in the game though, that may well be able to do the same things the player can. Might as well make use of it.
