(bug) The Windows Desktop build requires elevation to run

Describe the bug
UAV/Elevation is required to run the application. This should not be the case

To Reproduce
Steps to reproduce the behavior:
Run the app in its current state.

Expected behavior
UAC/Elevation is not needed on Windows

Desktop (please complete the following information):

• OS: Windows 11 x86
• Version 24H2

For anyone who is having issues running the Babble app on Windows (requiring UAC), I found this guide. Using Process Monitor we can trace what specifically about this installer requires UAC to run https://www.reddit.com/r/sysadmin/comments/lvh66/software_requiring_admin_rights_to_run_try/

Further testing by @Xlinka indicates this is a problem if a user installs the application to %Program Files%. A workaround is to install to %appdata%.
