Creative Commons second option not greyed out when not enabled

Describe the bug
The option "Require them to share like you have" is not greyed out when "Allow anyone to remix and share" is not toggled on like it is in the iOS app. The second option gets greyed out only when I enable and then disable the allow anyone to remix option.

To Reproduce
Steps to reproduce the behavior:

1. Go to Settings
2. Click on Folders
3. Toggle on the Creative Commons option
4. See error
5. The same behaviour can be seen when checking the settings of a single folder.

Expected behavior
The "Require them to share like you have" should be greyed out when "Allow anyone to remix and share" is not enabled

@foundscapes @purvi-ranawat Button functionality is correct. Only the UX is a little screwed up here. Even though the toggle isn't greyed out, it is disabled. Low-priority fix for me.
