Wheel building issue blocking uploads

Could someone with write access re-enable the workflow? Maybe this is already enough? (In the last workflow it looks like it failed because the tests did not pass)

I've re-enabled the workflow. I've also pushed a coupld of quick fixes for the failures (changes in SciPy for 1 and overly tight tol for the other), so hopefully these should return soon.
