[BUG] Preset github 10 mb limit is not respected/multiple compression sessions ensure desired reduction

Prerequisites

Issue Description (required)

I'm coming from FFShare that does the job up to the mark but with Compressor, multiple sessions are required to achieve desired size. Preset github attachments should be reduced to 10mb but a video of 28mb is reduced to 21 mb only

Expected Behaviour (required)

Should reduce to the preset limit in the first go

Extremely weird behaviour, this may have something to do with mediatek, or media3 is not correctly analysing the bitrate of the video. If you don't mind, could you upload a video affected by this issue uncompressed to https://catbox.moe/ (or another file upload site that does not do any post processing) and send me the link so I can attempt to reproduce this? Please do not upload a video with any personal information.

This is definitely an OEM issue, as it works fine on my Pixel 8 Pro and Galaxy S10. Unfortunately there is nothing I can do to fix OEM issues. Sorry about that :(
