Saluki howl should be able to emit a[ `pu00`](https://github.com/ISISComputingGroup/streaming-data-types/blob/master/schemas/pu00_pulse_metadata.fbs) (pulse metadata) message every frame with some dummy data and it should do this by default. We need to think about how to configure this.
