Generate a general workflow and checklist for the meetings

This should include what need to be done before and after a hack HackyHour. Some suggestions:

• Define topic
• Announce meeting

• Cook coffee, organise sugar, milk and cups
• Prepare the room
  ** Switch on the projector and local computer
  ** Bring beanbags (hopefully)

I'm not sure,
more like:

• check if there is a Pull request or eMail for a Topic, otherwise define one (at least after the meeting)
• be happy having done the whole administration a HackyHour needs to go on
