Port external partitioner from sbg-partitioner repo.

First pass is to port the code and compile with cmake integrated in the repo. Follow up ticket will be to make the partitioners work in Ubuntu 24.

The modifications needed to make the partitioners works were not complex so they are included in this task. Also, the build system for this tool was ported from make to cmake.
