Rework Configuration System

The current system have many flaws and is not really suitable for production, we should switch to Configurate or something comparable (Alps is also making the switch) - also considering the HOCON format which offers major advantages.
We also have to elaborate how to update our configurations nicely and that we support special characters like ' ä or letters in other languages.

If the current system doesn't even support configuration upgrading we have to do this more early.

I would like to have a similar config system in the BTE ecosystem. What is BTE Germany currently using? Might be worth to check out what they are currently using before using a new system.

So my small audit of the Configuration Systems used in BTE:

• Plot-System/BTT uses Alps-Lib Configuration which provides small utilities over Bukkit Yml, is flawed
• LangLibs started using Configurate (not right implemented yet)
• T+- uses the bukkit yml configs + manual string replacement for upgrading (flawed)
• BTEG Teleportation uses Configurate
• BTEAuditPlugin uses bukkit yml
• TeachingTutorials usses bukkit yml (flawed)
• BlueMap uses Configurate
• LibertyBans uses DazzleConf
• Multiverse uses commentedconfiguration
• ViaVersion uses snakeYaml

I think both Configurate & DazzleConf are great libraries. The Problem I have with Configurate is just that it is not really maintained and doesn't support features like comments in yml (except you use a fork).
