Add-AzsPlanToOffer.ps1 throws error (with ErrorAction SilentlyContinue) when the offer baseplanids don't include planname to be linked

There is a workaround for this. You can use the REST API to link Add-on Plan to an offer.

This is by design - the error is generated in the calling context, not within the cmdlet. Null cannot be bound to parameter value. Teh error action specified is for the code inside the cmdlet.
